Welcome to the Center for Legal and Evidence-Based Practices. If you want to get up to speed on bail reform (as of about Fall of 2019), read my two papers "Fundamentals of Bail" and "Money as a Criminal Justice Stakeholder" (which will get you up to date as to about 2014, which is prior to all the litigation). Then read "Changing Bail Laws, which I published in 2018. If you have any questions about that paper, you will find them in a much longer document called "Model Bail Laws."


To start off, however, read this document that sums up all of my theories from Model and Changing Bail Laws into a simple to read 15 page document with no footnotes. Call me if you have any questions. This issue is coming to a head with the ULC's Uniform Pretrial Law, which you may find in a separate tab. My latest paper is a simple memo (also here and again on the "Help Changing Bail Laws" tab), which is designed to help people helping states change their release/detain provisions, whether they are in the constitution or statute. 

The CLEBP is a Colorado nonprofit corporation that strives to reform America's predominantly money-based bail system by promoting rational, fair, and transparent legal and evidence-based pretrial practices to achieve safer and more equitable communities as well as cost-effective government.
